VNA in Morocco: What You Need to Know Before Buying Property

If you are considering buying land or a property outside Marrakech, you may come across the term VNA “Vocation Non Agricole”.

For foreign buyers in particular, understanding the VNA is essential before purchasing certain properties located outside urban areas.

What is a VNA?

VNA stands for “Vocation Non Agricole”, meaning “Non-Agricultural Use”.

It is an administrative procedure that concerns certain properties with an agricultural vocation, particularly land located outside urban areas, when a non-agricultural investment project is planned.

This can be relevant when purchasing land for a villa, hospitality project or other non-agricultural development around Marrakech.

Why does the VNA exist in Morocco?

Morocco has specific rules governing the acquisition and use of agricultural land by foreign buyers, with the aim of preserving agricultural land and maintaining a balance between land sovereignty and investment.

Foreign buyers can, under certain conditions, acquire agricultural or agricultural-purpose property located outside urban areas for a non-agricultural investment project. This is where the VNA — Vocation Non Agricole — becomes relevant.

The VNA therefore acts as an important safeguard: it allows certain non-agricultural investments to take place while ensuring that agricultural land remains protected and that the proposed project meets the applicable conditions.

Importantly, a VNA does not mean that the land is automatically buildable. Planning rules, zoning and construction authorisations must still be checked before purchasing.

Does a VNA mean that I can build?

Not necessarily.

This is the most important point to understand.

A VNA does not automatically mean that the land is fully buildable or that you can construct whatever you wish.

Before purchasing, it is essential to verify:

  • The property's title and ownership
  • Its zoning and planning regulations
  • Whether a VNA is required
  • Whether a VNA has already been obtained
  • The conditions attached to it
  • What can actually be built on the land
  • Which planning and construction permits are required

The property's location alone is therefore not enough to determine its development potential.

Why is this important in Marrakech?

Many exceptional villas and large estates around Marrakech are located outside the city's urban perimeter.

These properties can offer privacy, large gardens and significant investment potential. However, their legal and planning status can be more complex than that of a property located within the city.

A property may already have a beautiful villa on it, for example, without meaning that additional construction or a future development project will automatically be authorised.

What exists today and what you are legally allowed to develop are two different questions.
